Most of the building is underground, with only a small portion visible from the surface.[1] It houses the Central 46, the central government of Soul Society. The Central 46 rules Soul Society on behalf of the Spirit King.[2] They make all of Soul Society's laws and try those who are charged with breaking them, whether the crime was committed in Soul Society or in the Human World. Following the massacre of the Central 46 at the hands of Sōsuke Aizen during the Soul Society arc, and Genryūsai Shigekuni Yamamoto subsequently taking over their normal duties, the compound has lost much of its former status as one of the most important places in Seireitei. So after all these years it is the Captain-Commander's job to keep the peace with the help of the soul reapers.
Shinōreijutsuin (Spiritual Arts Academy), sometimes called the Shinigami Academy, is an institute founded by Genryūsai Shigekuni Yamamoto. Located in Seireitei, the academy trains future Shinigami for each of the three military arms of Soul Society.
The hill is visible from most of Seireitei. It has sheer cliffs on all sides. There are two known access points to the Sōkyoku Hill - a long bridge connecting to the Senzaikyū (懺罪宮, lit. "Palace of Remorseful Sin") and has a long, zigzagging stairway carved into one side of the Hill. One end of the Hill is heavily undercut. It is at this point that the Sōkyoku and the bridge are located. The opposite end is covered by white forest.
When he was young, Kisuke Urahara dug a large cavern beneath the Sōkyoku Hill, which was to be used as a secret training area. It is accessed via a small cave in the side of one of the Hill's sheer cliffs. In this training ground, he and Yoruichi Shihōin would play and train. Ichigo Kurosaki and Renji Abarai both train to attain Bankai in this cavern.
The Sōkyoku Hill is the scene of the execution ceremony of Rukia Kuchiki, as well as several battles, including Ichigo's final fight with Byakuya Kuchiki and the final battle between the Bount leader Jin Kariya. It was central to Sōsuke Aizen's plot to acquire the Hōgyoku. Not only was the Sōkyoku his intended method of gaining the Hōgyoku, but it was also the place where Menos Grande arrived and enveloped Aizen, Gin Ichimaru and Kaname Tōsen in Negación to allow them to escape from Soul Society.
