Most of this library is open to the leaf village residence except for the ninja records. If someone wants to get into the ninja records they must get special permission from the hokage and also have an anbu escort. If any one outside of the hidden leaf village must get permission to even enter the library and also have a escort from a leaf shinobi, but the ninja records are off limits anyone that is not a leaf resident.
